Industry Specific ComplianceThe Securities and Exchange Board of India (SEBI) on August 20, 2026, issued Implementation of Section 51A of UAPA, 1967: UNSC 1267 Sanctions List Amendments.

The UNSC Committee established under Resolutions 1267, 1989 and 2253 has amended 21 entries in the ISIL (Da’esh) and Al-Qaida Sanctions List through Note SC/16435 dated August 18, 2026. The amended entries relate to individuals/entities subject to sanctions such as asset freeze, travel ban and arms embargo.

Under Section 51A of the UAPA, 1967 and SEBI’s AML/CFT Master Circular dated June 06, 2024, Stock Exchanges, Depositories, KRAs and registered intermediaries must ensure that they do not maintain accounts or provide financial services to individuals/entities appearing on the UNSC sanctions lists. Regulated entities are required to take note of the updated list and ensure necessary screening and compliance.

Any delisting request received by a regulated entity must be forwarded electronically to the Joint Secretary (CTCR), Ministry of Home Affairs, with a copy to the Joint Secretary (UNP), Ministry of External Affairs. The updated UNSC Consolidated List, including the ISIL (Da’esh)/Al-Qaida and Taliban lists, should be referred to for ongoing compliance.

Compliance Impact: Stock Exchanges, Depositories, KRAs and registered intermediaries should update their sanctions-screening databases, conduct appropriate checks against the amended 21 entries, and ensure immediate freezing/reporting of assets or accounts wherever applicable in accordance with Section 51A of UAPA and the prescribed Government procedure.
